Commercial and Judicial Debt Collection for Businesses and Individuals
- Management of Legal Proceedings and Debt Claims: Representing companies, institutional entities, and businesses in the management of monetary claims, negotiable instrument claims, and fixed-sum claims before courts and the Enforcement and Collection Authority (Execution Office) throughout Israel.
- Proactive Collection Measures and Enforcement Remedies: Initiating swift and targeted enforcement actions against debtors, including the imposition of attachments (bank accounts, salaries, and third-party assets), travel bans, and restrictions on licenses, with the objective of creating effective pressure for repayment of outstanding debts.
- Seizure, Eviction, and Realization of Movable Property and Vehicles: Managing complex field enforcement procedures involving the seizure of vehicles, eviction from properties, and removal of debtors’ movable assets, in cooperation with authorized officers and licensed enforcement contractors.
- Appointment as Receivers and Realization of Security Interests: Extensive experience in the registration, administration, and enforcement of pledges and security interests over debtors’ assets through to their sale. The firm’s attorneys are regularly appointed as court-authorized receivers by the Enforcement and Collection Authority to preserve, enhance, and sell such assets.
- Integration of Insolvency and Bankruptcy Proceedings: Filing applications to commence insolvency proceedings against companies and individuals who evade payment of their debts, and managing proofs of debt before insolvency trustees to safeguard the rights of creditors represented by the firm.
Municipal, Property Tax, and Public Debt Collection
- Representation of Local Authorities and Water Corporations: Many years of experience in advising, representing, and providing ongoing legal services to municipalities, local councils, and municipal water corporations in the collection of delinquent debts relating to municipal property tax (Arnona), water charges, sewage fees, and other municipal levies.
- Exercise of Powers under the Taxes (Collection) Ordinance: Unique expertise in conducting direct administrative collection proceedings—without the need for prior court proceedings—including the issuance of administrative payment demands, digital asset attachments, and continuing garnishment orders against third parties.
- Registration of Administrative Liens over Real Property: Managing the registration of warning notices and statutory liens over debtors’ real estate in the Israel Land Registry (Tabu) pursuant to Section 11 of the Taxes (Collection) Ordinance, thereby preventing transactions involving the property until the debt owed to the authority has been settled.
- Representation Before Discount and Debt Write-Off Committees: Active participation and professional representation before the internal committees of local authorities responsible for applications for discounts and debt write-offs, while ensuring strict compliance with the procedures of the Ministry of the Interior, Director General Circulars, and all applicable regulatory requirements.
- Municipal Litigation and Administrative Petitions: Representing local authorities before the courts in objections, appeals, and administrative petitions filed by residents or businesses challenging the legality of municipal charges, while establishing and defending the authority’s legal entitlement to collect the outstanding debts.
